To a large extent, the expenditure on infrastructure by both the United States and Canada, in terms of both money and human energy comes from the political arena.  Technically, international trade falls under federal jurisdiction in both countries.  However, various state/provincial governments as well as municipal organizations are involved in the organizing, promoting, monitoring and managing of free trade.  Interest groups in the form of industry associations and free trade promotion and opposition groups round out both the monetary and human capital expenditures associated with free trade between the U.S. and Canada.
